Description (Service)

At the discretion of the Police or Crown Attorney, youth in conflict with the law are provided with an opportunity to divert their charges from the traditional court process.

  • By accepting responsibility for their actions, youth are eligible to enter into Youth Justice Diversion programming.
  • In partnership with the youth, their guardians, staff & the referal source, individualized plans are developed with the objective being to address the incident, reduce recidivism, repair the harm where possible, and provide supportive services if needed within the scope of diversion.


Youth may also be referred to the "Youth Justice Committee", comprised of community volunteers, where the youth will be given an opportunity to address the "community" and have a restorative justice focused discussion about the incident, what led up to it, and harms caused, with the outcome of an agreement of measures the youth will complete towards resolving the matter.

By participating in these programs, youth can gain empathy and understanding towards the person harmed by their actions. When the victim contact information is provided to staff by the referral source victims can be contacted and offered ways to have a voice in this meaningful process. The needs and concerns of both the youth and person harmed can be taken into account through this restorative justice process.

Rebound is the sole provider of Youth Justice Diversion Programming in Northumberland County via both Police and Crown Attorney referrals.

Youth with presenting mental health concerns who are before the Northumberland Youth Criminal Court can access Court Support without a referal or diversion offer, including before court proceedings begin. The Crown Attorney's Office may offer a Youth Mental Health Diversion (MHD) once court proceedings begin if they are made aware of presenting mental health concerns.

Closed 12 noon-1 pm daily for lunch
Summer Hours between Canada Day-Labour Day: Closed Fridays at 2 pm
Areas Served Northumberland County
Eligibility Youth Justice Diversion programs may be offered to youth who were 12-17 years old at time of the offence. Once referred, youth are able to continue addressing the matter diverted even if they turn 18 during the course of service. Ages: 12 year(s) - 18 year(s); Ages: 12 year(s) - 18 year(s);
